RIPE doesn't provide RPKI services to Legacy without a contract in place?

Confirmed. The RIPE NCC only provides RPKI services to legacy holders if they have a direct or sponsored contract with us.

I am confused... I believed that using RPKI/IRR to strongarm legacy resources holders to sign the ARIN contract was their and their community's choice
